Home and Community-Based Services (HCBS)
Frail Elderly (HCBS - FE)
This program enables people to stay in their home or make other successful living arrangements in the community.
To qualify for the HCBS-FW program, an individual must be 65 years old, meet Medicaid income eligibility guidelines, and also meet Medicaid long-term care functional assessment criteria.
The Physically Disabled (HCBS - PD)
This program serves physically disabled people from ages 16 to 64, who meet the medical, functional, and financial guidelines.
For those 65 years and older who are eligible and were being served by the HCBS/PD waiver before the age of 65 can choose to continue services or choose to get services through the HCBS / FW waiver.
Traumatic Brain Injury (HCBS - TBI)
For individuals who have suffered a traumatic brain injury, this waiver program provides the services needed after an injury to make sure that individuals can remain in their home and stay as independent as possible in a safe and healthy environment.
The HCBS / TBI program serves people 16 to 65 years of age who also meet the criteria for TBI rehabilitation hospital placement.

KanCare (Medicaid)
Designed by the administration of Governor Sam Brownback, KanCare is designed to provide comprehensive managed care for Kansans on Medicaid.
KanCare delivers person-centered and coordinated care and is anticipated to produce better health outcomes. It also strives to curb the growth of spending on Medicaid services in Kansas. Spending will still increase, but at a slower rate than under the old and fragmented Medicaid program.
Three managed care organizations (MCOs) have signed contracts to provide services statewide:
- AmeriGroup
- Sunflower
- United Health Care
These organizations will organize delivery of the Medicaid services already being provided, as well as preventative dental care for adults, heart and lung transplants, and bariatric surgery.
